This is a very rare collectors item from the WDCC Walt Disney Classics Collection titled "Flamboyant Fop" Featuring Little John from Disney's Robin Hood. This piece is being sold as-is with flaws - The feather is broken off the cap (but the way it's broken actually looks intentional! It's the same angle as the hat, so it's really not obvious!) Also, he has a crack in his left hand and his walking stick was broken. It has been replaced with a plastic piece, again not even that obvious unless you know what you're looking for!
