Ford flathead v8 Fuel pump.  I think this would be correct for 46-48 models but will work on the earlier engines-they just didn't have a built in sediment bowl. 

The arm does not move. I popped it apart and the diaphram is hard as a rock so it will need a rebuild kit.  The threads look good.
