Wise wizardly old man candle. This candle is so rare,  Go0gle images couldn't find it. It's never been lit. It looks like he had a staff he leaned on that is missing. His pipe is loose, it seems to be a separate was piece added as part of the original masterpiece.

This was found in my uncle's home while cleaning out his estate after he passed. Age of item unknown.
