First you bookmark the item, then sign in on my ebay.com if the item is in U.S. dollars and then refresh page and go to the bookmark you wanted. Do the same thing if the item is listed in Canadian dollars or any other country that you are viewing item from. This will work for worldwide members. But if you stay on your country's ebay page you may not see all discounts I have listed.
