There are two strands of lights noma lights. Both sets work- one set has a full set of bulbs (15 lights working) pictured. The other is a working set (16 sockets) tested with bulbs but does not have bulbs to go in the second set. You get both sets- one full of light bulbs & one without- with a few used bulbs if you want to decorate with them or dispose whatever you choose.
