This is a lighted Santa Claus, a bulb goes into the back with a cord and the inside lights up the cord and light come with it. What makes it rare is his cap on his head on his right shoulder if you look at the other ones like this they are not red. The ball is not red, so I believe this to be quite old also, there’s no tree that’s supposed to be his hand but there’s no way to plug in a light he has been used you will find it. There are scuff marks, so he has been enjoyed greatly in the past Christmases
