On June 15, 1916, the United States Congress passed a bill into law that granted federal incorporation to the Boy Scouts of America and protected the BSA's name and insignia. President Woodrow Wilson signed it. The BSA was granted a rare Title 36 congressional charter, which is presented to select patriotic and national organizations..The subtitle is "Vital Excerpts", and at the bottom are the names, and titles of the men who signed the bill: Woodrow Wilson, President; Champ Clark, Speaker of the House of Representatives, and John H. Bankhead, Acting President of the Senate.The purpose of the corporation shall be to promote, through organization, and cooperation with other agencies, the ability of boys to do things for themselves and others, to train them in Scoutcraft, and to teach them patriotism, courage, self-reliance, and kindred virtues, using the methods which are now in common use by Boy Scouts.
