3" round bronze. Unsure what it was produced to be used on? I read that the city of Cincinnati formed a Historic Conservation Board in 1980 so I think this has something to do with that. Beautiful condition with some tarnish on the back side. Union made in the USA with 4 unions represented on the back by their bugs. View pictures.
