This is a beautifully detailed and crafted handmade doll figurine by Richard and Jodi Creager.  It depicts a Japanese elf holding a a full-size calligraphy brush dipping into a wood ink well and beautiful handmade silk clothing.  I purchased this at an online estate sale and it did not come with any paperwork.  The bottom of the ink well is signed Creager.  They are a husband and wife team creating one of kind of doll sculptures out of polymer clay.  There is an issue of clay loss on one hand and one ear but the doll is too beautiful to ignore.  Their pieces sell for upwards of hundreds of dollars.
