International Shipping:  Buyers with either a foreign PayPal account or newly registered eBay account must contact me BEFORE making the purchase. Any international shipping costs to the locations I ship internationally will be borne by the buyer.  Shipping and handling will be higher than stated.  Also, if an item is shipped U.S.P.S. First Class (4 pounds or less), U.S.P.S.  will not allow the purchase of insurance.  So ALL FIRST CLASS SHIPMENTS AND MEDIA MAIL requires the buyer to assume all risk of loss or damage in shipment. 

Insured Shipments:  I ship only via U.S.P.S.    Most items are insured.  If a buyer makes a claim for damage or loss in shipment, any refund will only be provided once the U.S.P.S.  has completed their investigation, approved the claim and insurance payment received.  This process will also require the buyer to respond to U.S.P.S.   requests for information on the claim and, possibly (for damage in shipment), bring item to their local USPS office for inspection.  Due to buyer abuse of eBay’s buyer protection program and false claims of damage and/or loss, under no circumstances will the seller (me) provide any refunds to the buyer (you) until this process is completed.
