I have transcribed what the note says below:

The top left has writing that appears to say " 35 c " as in 35 cents that this book possibly original costed??? 

Very cool, very rare for an entire note by Wesley Ruggles along with signed autograph. NOT personalized to a particular persons name just in general. Very cool for collectors !
