To American Indians in the late 19th century, the phrase "talking paper" was a common descriptive term for written or printed documents—such as letters, government orders, military passes, and land treaties—originating from Euro-Americans. To many tribal members who grew up preserving history, laws, and agreements by word of mouth and memory, the ability of paper to "speak" across great distances and time without a living voice present seemed almost magical.
