This is a genuine Turkmen visitor/foreigner vehicle license plate from Turkmenistan. Yellow plates are issued to foreign visitors or foreign-registered vehicles operating in the country.

Turkmenistan is one of the most closed and tightly controlled countries in the world, with strict government regulation on vehicles, exports, and foreign movement. Because of this, genuine plates from the country rarely appear on the international market. Most vehicles are registered domestically and plates are not typically released or exported in large quantities.

Visitor plates such as this are particularly difficult to obtain, as they were only issued to foreigners temporarily driving in the country and were normally returned or retained locally once the vehicle left Turkmenistan. As a result, authentic examples available to collectors outside Central Asia are quite scarce, which is reflected in the price.
