This is a used RIDGID 12-R Manual Ratchet-Style Pipe Threader Die Had. Normally used by plumbers for gas, process and other piping where on-the-spot threading of pipes is needed.

This head is in good shape and contains the dies, but two of the dies have slightly damaged teeth.  They likely will perform OK for some new threads, but eventually you'd want to replace the dies with new ones which is done pretty easily by unscrewing the die-head and installing the dies in their numbered position.
