Well these things sure don't pop up for sale very often. Very uncommon! It's made by "Liquid Star". Based on the sticker I'd say it was made in the 80s or 90s??
It's super cool - when one side has the sand going up, the other side has sand going down. Turn it upside down and they go the opposite way!
