The story takes place in the city "Ma'aleh Karchot" where no resident has even a single hair.

One morning, the mayor was astonished to find a hair growing on his head, and to his horror did not stop lengthening. He did not dare to leave the house, but finally found a solution to the problem: he wore a hat of enormous proportions with a "foreign baldness" at the top, and these equated him with baldness while he was speaking.

But in the middle of the speech a wind suddenly blew, the hat flew, and the inhabitants noticed her hair. This caused a commotion and the mayor was forced to leave his city in disgrace. As he made his way to exile, several events occurred which caused the townspeople to appreciate his hair: first he saved twins from adversity, and won applause. He then caught fire and weaved a life-saving net from his hair, thus rescuing people even before the firefighters arrived. Once again he and his hair saved the situation when he sewed the policemen's buttons on it.

The mayor was not expelled from his city, and his hair was now something to be proud of. He performed with her in various exercises, and there were even people whose job it was to take care of his hair, wash it, comb it and curl it. At one point he even began to patronize his townspeople who were not "hairy" like him, and decided to move to live in the town of "Tel Curls" which is the opposite of "baldness".

But the mayor's "hairiness" dwarfed the sight of a soldier who was all hairy. The story ends when the soldier shouts contemptuously at the mayor who is bald, and will return back to his city.
