Brand new never used. You get two of each chisel shown in the photo. There are six total. Three are out of package three are in package. As you see with the three-quarter inch chisel out of package, there was some grease or something that dripped down onto it. It is still brand new and usable. It is just a little dirty/ugly from whatever gripped onto it.
