This is a foil balloon of a Tampa Bay Buccaneer jersey and helmet to be inflated with helium for decoration.
They were produced by Anagram in 2014. Neither has been inflated.
The XL seen on it, indicates made for extra life when inflated.

Foil balloons are best used indoors.
Foil balloons are not to be used outdoors or near electric power lines.
