This is an official American League Joe Cronin Reach baseball with autographs in ballpoint pen from 25 players and coaches of the 1971 Washington Senators team. It looks like they passed the pen along with the ball so that all the signatures look fairly uniform. 

Ted Williams is prominently on the sweet spot.

Ball is somewhat yellowed with age and signatures are a bit faded but readable. What looks like possible indentations in the photos are light reflections, the ball is perfectly round with mostly even coloration. No COA available.

Likely dates from between May 8, 1971 (when Don Mincher joined the team via trade) and July 16, 1971 (when Joe Foy was released). This was infamously the last Senators season in D.C. before the team was relocated to become the Texas Rangers.
