The product is a vintage framed print by French artist Georges Rouault titled “How Sweet It Is To Love!" It is Plate 13 of Rouault’s monumental series of 58 prints titled “Miserere” (Have mercy)created as his response to the devastation of WWI and his deep empathy for humanity.   The print showcases the artist's unique style and perspective by using innovative graphic techniques creating his distinctive style using heavy black lines. Rouault worked on this series  between 1914-1948.

I found this at a local estate sale several years ago. Print paper is soft, thick and textured. Borders have darkened to light yellow with age. Some deterioration to paper edges with age. Uncertain how old this print is. When I look at the print through a loop magnifying glass, I see dots.
