Falcon Air Horn Mystery Electronics Box Vacuum Tube Component

What is this? I really do not exactly know. It does have an air horn in it, a compressed air cannister (currently empty, can be removed) and a vacuum tube with a bunch of other components. 

This was purchased from an estate of a person that obviously liked to build and tinker. 

I did plug it in and it does turn on, the green light up front glows green (but only I bypassed the ignition switch in the front for which I do not have the key). 

I of course opened this up to check it out, see pictures.
