Use of stamps to show payment of taxes on tobacco was made mandatory by
an Act of the 40th Congree approved July 20, 1868. Prior to that date
various procedures had been used in collecting taxes, principally by
monthly statement under oath. Tax rate, at inception of stamp use, was
16c per pound on tobacco with stems, and 32c per pound on tobacco
without stems.
The tax revenue stamp you see in the photos is the stamp you'll be receiving. I can provide additional photos upon request.
