The DoubleRock 1" Button Tufting Hole Cutter cuts a perfect 1" hole in any foam. Just insert the end into your drill and cut the hole, will cut through up to 6" foam. 

* Please note the 1" cutter is black(the 1.25" cutter is silver and 1.5" cutter is gold) and the drill does not come with the cutter.
