This is an Incredibles 2 Power Couple set with a talking Mr. Incredible and a rubbery (and I am guessing rather stretchy) Elastigirl.  They are from Jakks Pacific, and come as shown, brand new in their package.  Mr. Incredible cycles though several different quotes when you push the button on his chest.
