This is a vintage 1930s triple figure celluloid wind-up acrobat toy based on the comic strip "Henry" by Carl Anderson. The toy was produced by George Borgfeldt and was possibly manufactured by Kuramochi in Japan.

It measures 7" deep x 11" long x 11" tall when unfolded. Henry measures 5" tall. I'm not sure who the other two boy characters are. The wind-up mechanism works well (please refer to the attached video), and they spin around easily.
