This is a crinoline or petticoat skirt, all white, size 22W. It is meant to be worn under a long wedding or other long formal dress to add volume. You can either fluff up the crinoline to add even more volume or just wear it as is to add a bit of volume - whatever makes you happy. Has been worn once but has been dry cleaned and ironed (though you will probably have to iron it again once you receive it as there isn't an economical way to ship it without folding/rolling it up). I purchased from David's Bridal so I chose that as the brand. The waist measures 38" but the top of the waist is a stretchy band that stretches to 42". It measures 41" from the waist to the bottom hem.
