This is a late 1800s James Fallows & Sons "Saratoga" tin wind-up clockwork toy floor train. It measures 8" long x 6" tall x 3.5" wide. It has some issues, but with some work, it could become a nice train.
As you can see, the steam compartment has detached from the cab and has been poorly soldered back on. There's also a string holding the motor in place at the front.
The mechanism doesn't seem to be working, but the spring does not appear to be broken. Since it is a clockwork mechanism, I believe it can be repaired.
The front right wheel has two small cracks, and the rear left wheel has some very old repairs. Overall, this is definitely a project piece, but trains like this are not often available for sale.
