This is a super cool tin-lithographed sparkler toy called "Bee on a Flower." When you push the plunger up, the internal disc rotates, causing the bee to move back and forth while its wings flutter. Like many sparkler toys, the flint has worn down and no longer produces sparks, but I know many collectors can replace it.
This toy was made in Western Germany by Arnold between 1949 and the early 1950s. It measures 4.5" tall and is in excellent working condition. All it needs is a new flint.
