Vintage Fisher-Price wooden pull toy, Gabby Goofies.  It consists of the mother duck and three babies.  The babies' wings spin, but the mother's don't--I don't know if they're supposed to spin!  The original label is on the underside of mother, and I carefully pulled it out to get a picture of it.
