My guess is that it was made by someone who worked at a machine or metal shop. 

Truly unique in design and one of a kind. 

Overall, it is good condition. It's got to be at least 50 years old, so it does have some minor blemishes which may be able to be cleaned. There are some signs of rust, especially on the bottom of the footings. There is also minor rust under the platform where the ashtray sits and some in the hollow under the platform.

I would call the color of this Fenway Green. It's the closest I can can come up with. Maybe an industrial green/gray. See photos.
