Part of a standee?  Not entirely sure what this promotional piece came off of. It is clearly scorpion from MK off the PS3 but it has a FEAR 3 promotional piece attached. It has clearly been removed off of a larger piece, likely with sub zero on the other side.  Damaged and has folds but displayed decently. See images
