This is the second full appearance of The Punisher.  Unfortunately, this comic is listed at the lowest grade because it has several areas cut out on pages 17-18 and 19-20.  One cut out is the Marvel value stamp, and two other cut outs appear to be letters to the editor.  One cut out affects a story panel on page 17.  Cover has some folds and small tears around the edges.
