It is a 4 Flute tap. 5 pitch

I measured it and it looks like it starts out cutting

at 1.055" diameter then it tapers up to 1.255" then it drops down

at the end of the 1st set of threads and tapers up again to the 1.267" diam

The threads are black oxide coated
