Each new appliance or lead purchased and used in a workplace must have attached a "NEW TO SERVICE" tag. (according to Page 18 of the Australian standard AS/NZS 3760:2010 - see excerpt below). Alternatively, you may "Test & Tag" the appliance (using an appliance tester) and fit a regular test tag. Yes, before it is used, every new electrical appliance and extension lead must have a tag that indicates when the next test is due.
Our "NEW TO SERVICE" tag is specially designed for this purpose. This
tag sticks onto the power cord by folding once around the cord and sticking the
ends (sticky underside of tag) together.
These stick-on, self-laminating, medium-duty, "NEW TO SERVICE" tags have the following features:

Therefore these “New to Service” tags must be attached before any new electrical appliance or lead is put into service (is used). The phrase "shall have a tag" means "MUST have a tag". In other words each appliance whether new or old, must have a tag fitted, stating when the next test is due.
- However, the Safe Work Australia Code of Practice
(& WorkSafe NSW - Aug 2019) uses
the word “may” instead. This
indicates that “New
to Service” tags are NOT
mandatory in Australia. Nevertheless, it still requires that, "The date the
electrical equipment was placed into service should be recorded." Our "New to Service" tags satisfy this requirement.

Are all items brand new & unused? YES.
All of these products listed are brand new and include normal

Must I be licensed to Test & Tag? You
must be a “COMPETENT Person” in the opinion of your relevant
state government (
“Department of Justice...” in Queensland or "WorkSafe" in other
states). Some of your testing & tagging may include equipment
used on a construction site. There are different test & tag rules
for construction sites. You need to be “competent” in the
application of all the relevant Australian (&NZ) Standards &
State testing and tagging regulations, not just in electrical safety.
A once-only TAFE course is strongly recommended -

Do you have a PAT with inbuilt RCD test? Our SafeTcheck with an integrated/inbuilt RCD tester is best value.
Can the 500V Insulation Resistance Test damage appliances with electronic circuit boards? Although I have heard of rare cases of potential issues with this 500V DC IR (Insulation Resistance) Test, there are a number of reasons why this is not a concern: 1) Primary circuits of all DUTs (Devices Under Test – or Appliances) operate with only with AC voltage. So when the DC voltage is applied to the AC circuit of the DUT, there is usually no apparent voltage detected by the circuit at all. If there is no voltage, there is no damage possible. You can demonstrate this by the near zero display on an AC volt meter when connected to a DC supply. 2) In The Australian/NZ standard (Section B3) says “Insulation resistance tests shall be performed with the … the live supply conductors joined together”. And both “the live supply conductors (Active/Line and Neutral) connected together electrically”. While they are joined together there is no voltage difference (potential) what-so-ever between the live supply conductors of the DUT. It follows that, if the DUT does not “see” any voltage at all, then there is no damage possible.
I don't use computers. So why purchase the SAFETCHECK data logging tester? The SafeTcheck Pro Logger II in our other listing has lots of excellent and unique features that are not available on other testers. The SafeTcheckrecords measured values while data logging. It comes with unique "Check Connect" . It includes an integrated RCD trip time tester (includes an isolation transformer - which costs $265 extra with other PAT models.) You can even select the correct test threshold for Mineral Insulated Metal Sheath (MIMS) Heating Element appliances such as kitchen kettles. The average PAT cannot test for this MIMS threshold! Suggested reasons for each test failure are displayed - extremely handy for non-technically minded users. SafeTcheck's built in shut down safety switch ensures that the user is given even greater safety. This is very important since Test & Tagging personal are continually at greater risk of electric shocks from faulty appliances under test. The user's first accident in this way may be his last. Yet other manufacturers have not addressed this user safety issue! The Carry Case which has room for accessories inside, is airtight. Must
I Test 415 Volt Three Phase Electrical Equipment?
Yes.
All
electrical equipment used for construction
work
must be tested & tagged. Also, there are requirements for the
testing of plug-in type 415 volt electrical equipment that is not
used for construction work.
On such equipment that is
connected to the electrical supply by a flexible cord or connecting
device, the Australian standard covers the
safety tests to be carried out. (see AS/NZS 3760 page 5). Examples of
such 3 Phase equipment include: Portable
power tools, extension leads, portable welders, electric concrete
mixers, high pressure washers and concrete grinders etc. The above
Standard does not apply to fixed or stationary equipment connected to
wiring that forms part of the electrical installation. These fall
within the scope of AS/NZS 3000.
Can
3-Phase Appliances be tested using a 3-Phase option?
Yes.
An integrated 3-phase testing option is available for our S8DL.
With it you can test most 3-phase 10A, 20A & 32A appliances. Three-phase appliances commonly which have contactors & relays,
cannot be properly safety-tested unless they are powered up and
actually running during the test. This 3-phase option (for S8DL or
SafeTcheck
Pro
Logger II) can perform this "Leakage Current” test or
"Run/Live/Power up” test on 3-phase appliances to comply with
AS/NZS 3760. (For more information about 3-phase testing, tell us
your requirements so that I can advise you on a suitable PAT.
Do
you have Test Tags?
Self-laminating tags are priced per 100; PROTRONICS
recommends
test tags pre-printed with your name and/or logo.
At a discounted price (minimum quantity 1,200), your name, business
name, phone number, certificate number and tag number are permanently
custom printed on your tags. You only write the dates and appliance
details on each tag. For more information about our test tags, you

When
do I use "New to Service" item tags?
The Australian Standard says: “New equipment, (if not tested and
tagged when entering service) shall
have a tag that includes the following, (quoted from AS/NZS
3760:2010, Clause 2.4.2.1 (c); page 18):

Wording: “New
to Service”
(ii)
Date of entry to service
(iii) Date when next test is due
(iv)
Statement: 'This appliance has not been tested in accordance with
AS/NZS 3760'”.
Therefore
our "New to Service"
tags must
be
attached before any new electrical appliance or lead is put into
service (is used). The phrase "shall
have a tag" means "must
have
a tag". The Standard [AS/NZS
3760:2010 Clause 1.3.2] says that the word "shall”
means,
“is
mandatory”
(not optional) for compliance. In
other words each appliance whether new or old, must
have a tag fitted, stating when the next test is due. However,
alternatively, you may attach a test-tag if the item is tested with
an appliance tester (PAT) immediately when purchased (or upon entry
into service).
However,
the Safe
Work Australia (Oct 2018) & WorkSafe NSW
(Aug 2019) Codes of Practice say that “Brand-new electrical equipment” “may.
. . be fitted with” a “New to Service” tag. The word "may”
means
“is
optional to”.
This indicates that “New to Service” tags are optional (NOT
mandatory)
in
Australia.
Nevertheless, it is still required that, "The date …[when] placed
into service should
be
recorded". Our "New to Service" tags satisfy this requirement.

Brand-new electrical equipment that has never been put into use (ie
other than second-hand equipment) does not have to be tested before first use.
Brand-new electrical equipment, however, should still be visually
inspected to ensure that no damage occurred during transport, delivery, installation or commissioning.
If the electrical equipment is required to be tested regularly for
safety, take the necessary steps to ensure that it does not miss its first required test.
The date the electrical equipment was placed into service should be
recorded (eg on the record of installation or elsewhere). The electrical equipment may also be fitted with a tag
stating:
• that the equipment is ‘new to
service’
• the date of entry into
service
• the date when the first
electrical safety test is due
• that the equipment has not
been tested.
Fitting a ‘new to service’ tag is an administrative task that can be
carried out by an appropriately trained in-house person.
Alternatively, a different system may be put into place to ensure the
electrical equipment is properly inspected and tested as required (eg the new electrical equipment can be included in
the next round of electrical testing carried out
at the workplace)."

“New to Service” tags:
What
if the event site manager wants proof? All
owners/organisers/managers of portable electrical appliances should
be very familiar with their own copy of the Australian Standard
AS/NZS 3760:2010. It isn't your
responsibility to prove to them their legal obligations from your
copy of the Standard. Given that the test due-date is calculated from
the date of entry to service as shown on "New to Service" tags,
some event organisers may still insist on further proof, to verify
the next test-due date. They may accept original invoices or other
documentation as proof of the date of purchase or introduction to
service. However, date of purchase may be irrelevant (not same as
date of entry to service) if you stored the appliance before its
first use (introduction to service). Also, your appliance log book
(test & tagging history) may satisfy the event organisers as
proof. Therefore, list any new appliances (when introduced to service)
in what the standard calls [AS/NZS 3760:2010 Clause 2.5.1 (a)],
your “register of all equipment” which may be your appliance test
& tagging log book. Also, the standard [AS/NZS
3760:2010 Clause 2.4.2.2] says, “records shall be available on site
for audit”. However,
despite its compliance, site owners have the right to dis-allow your
appliance for their own reasons, no matter how unreasonable.
Must
I be certified to fit "New to Service" tags?
No.
According to Work Safe Australia, (and SafeWork NSW), “Fitting a
‘new-to-service’ tag is an administrative task that can be
carried out by an appropriately
trained
in-house person.” While you must be a “competent person” to
test an appliance for electrical safety, you need not be such to fit
our "New to Service" tags, since you are not testing the appliance. (Our "New to Service"
tags say, “This appliance has not
been tested
in accordance with AS/NZS 3760”). The competent person is one who
has
tested the appliance according to Australian law, e.g. during
manufacture. Since legally, any new appliance is deemed to comply and
be electrically safe (immediately after purchase), you may afix these
tags. However, first, you must verify that the appliance has not been damaged and is not yet
due to be tested (according to interv "New to Service"
tags, owners of portable electrical appliances, must be familiar with
Australian Standards [AS/NZS 3760:2010 and AS/NZS 3012:2010]. (See FAQ:-

According
to intervals in the Australian Standards [AS/NZS 3760:2010 and AS/NZS
3012:2010], verify that the appliance is not already due to be
tested, as determined by its use. Therefore, before the “Next Test
Due” date is written onto our "New to Service"
tags, owners of portable electrical appliances, must be thoroughly
familiar with Australian Standards [AS/NZS 3760:2010 and AS/NZS
3012:2010]. (For
example: One appliance to be used at an event site that is under construction [i.e. "construction site"] may need
a different “Next Test Due” date than when the event site is no longer a
"construction" or demolition site - [See: AS/NZS 3012:2010 - Clause 3.8.3].) IMPORTANT:
Any appliance without a “Next Test Due” date does not comply with

defect, we will replace or repair it and return to you (freight free within Australia;
