Theophile Delcasse's term as French
foreign minister from 1898 to 1905 was the longest in the history of
the Third French Republic. These years also marked a turning point
of major importance in the history of French foreign policy in
general and of Anglo-French relations in particular. During
Delcasse's first months at the Quai d'Orsay, England and France came
to the brink of war. Yet his term of office ended with the signing
of the Entente Cordiale in 1904 and the subsequent co-operation of
France and England against Germany in the first Moroccan crisis of
1905. The solution to the differences between France and England
which formed the basis of the Entente Cordiale was the barter of
Egypt for Morocco. Dr. Andrew's excellent and perceptive book is the
first to show the origins of this barter and to trace the steps by
which it became the foundation for the diplomatic reconciliation of
France and England.
Dr. Andrew places his reinterpretation of the making of the Entente
Cordiale within the broader context of a general reappraisal of
Delcasse's foreign policy. With the aid of a wide range of both
manuscript and printed sources he opens up a number of important new
perspectives on France's relations with the rest of Europe and on
the making of French foreign policy. Amongst the manuscripts he
examined were those in the Theophile Delcasse papers; he has been
the first historian to make full use of this unworked and fruitful
source.
