CHARLES F. LUCE HAND SIGNED LETTER
Charles F. Luce (1917-2008), formerly a law clerk for Supreme Court Justice Hugo Black, was chosen by President Kennedy to head the Bonneville Power administration (1961), and appointed Under Secretary of the Interior by President Johnson. In 1967, he left government to become CEO of Consolidated Edison, holding that post until 1982. In 1974, Luce chose to skip the company's quarterly dividend rather than raise utility rates, a move which angered shareholders.
