The Happy Birthday Balloon string was a metal rod that sat in a hole that is on top of the tail and the ballon was resin, I have shown this with a metal pin as a example in a photo collage, it may be possible to make a replacement and slot it in the hole on the tail.
There is some rubbing / worn paint to the pink on 1 of the ears, a white patch on the black cheek and the white string lines on the tail have black lines. (see close-up photo collage).
