These coupons were used by the Army and Air Force Exchange Service (AAFES) for U.S. military personnel stationed in Europe — notably in Germany, Italy, and the United Kingdom — after the Cold War.
They were used to purchase tax-exempt fuel at partner service stations (often Esso or BP) as part of the rationing system in place for U.S. military personnel in Europe during that period.

The “USAFE Special Activities” program allowed certain personnel or contractors to receive special fuel allocations at subsidized prices, particularly between 1991 and 1994 — a period marked by post-Cold War restructuring and operations in the Balkans.
