Antique Brass Copper Samovar Insence Burner? Old Vintage Russian Chinese?

I don't know what this is, it's age, origin,  or material.   I am guessing copper.  I am guessing a samovar or insence burner.  All the adjustable parts are stuck.  This would be for parts, repair,  restore,  and / or a project.  This item shows use, age, blemishes, scuffs, scrapes, scratches, discoloration, and needs repair.  I see no makers markings.  The handle on the right side indicated with a pencil in the photos shows a weakness in the handle.   It needs repaired.  It will most likely fall off before delivery.
