The hotspots are sealed in they original packaging, they were not activated or used in any way previously. Come with Boost Mobile SIM cards for activation or you can just use your own SIM card. I don't know if they are locked or not, but if they are locked you can easily unlock them for less than $3, just search for alcatel unlocking service on eBay.
