The bill was framed and matted, and is still attached to a piece of poster board on back.  I did not try to remove, and I doubt you could get it off without significantly damaging the bill.

The bill is a little wrinkled as you'd expect for it's age and has a small tear on the upper edge, towards the right (visible in photo)
