My guess is that this is an earlier O’Neill tee (as in pre O’Neill clothing label on the neck). My hunch is that early O’Neill teees (at least some of them) were printed on the HI CRU by Stedman label. If you collect vintage O’Neill, you’ll likely know if my hunch is correct.

Front says O’Neill above the chest pocket.

Back has a surfer on a board riding a wave.
