Vintage GODINGER Clear Art Glass Controlled Bubbles Gazing Ball Paperweight & Stand.
The stand is signed on the bottom and it has a ring that the glass sits on.
The ring is removable.  The pictures are part of the description.
. Measures 7.5" tall with stand. The base width is approximately 4".
The circumference is approximately 12".
It is in very good condition - no nicks or chips.
It came from an estate sale of a collector of paperweights.
