This is Justinian - Intrigue at the Emperor's Court (Phalanx games/Mayfair Games), a tactical board game where players compete to exert influence over the emperor's counselors so that Justinian will make important decisions in their favor. For 2-4 players of ages 10+.

It is new and sealed in shrink wrap. But the box lid has some color fading along one edge (see last photo).
