This was creative advertising where the folder is made to look like secret information, but it was a Corvette information packet.  The initials on the front cover are printed.

Used, as-is.  Some dirt, small stain on front, adhesive residue from original tape, a strip of manila colored folder is peeled off on the back side.  Some nicks on page edges.  See attached pictures.
