The folowing is the result of extensive research and investigation!  If anyone thinks I'm wrong, please let me know.

The early Cadillac Perfect Circle cruise control power units are VERY hard to identify.  The Part numbers on the round label do not appear in any of the Cadillac Master Parts Lists, or other references. Reproduction labels are available and may have been added incorrectly.  Perfect Circle catalogs of the period haven't been found by me!
The power unit for 1962 Cadillacs is a ONE-YEAR part, and I believe this 1482468 is it.
The three prong terminal block was only used 59-62, and the arm is different, as are other aspects, in the 59-61.  63 and up uses the four terminal connector.  This unit matches the illustration in the 1962 Cadillac Shop Manual exactly.
If you have a 1962 Cadillac in need of this part, you will find they are extremely thin on the ground.  I haven't seen another listed anywhere, let alone NOS.
As to condition, I believe this is nos, as it shows no evidence of ever having been put on a car.  The mounting holes are unused, for certain.  It has been on shelves out of its box for 60 years, so it's a bit grundgy.
I have no way of testing it, so I'm selling it as is, with no guarantees or returns.
