This is an antique porcelain wall plate by Royal La Belle/Wheeling.  A lovely cameo portrait is centered within the well and encircled in gold and blue.  The apron consists of cobalt blue ground with gold designs and scrolling and raised enamel white dots. 

It measures 12-1/4" in diameter and 1-1/2" to the rim from the well.
