Staffordshire Arbor Figure Of Uncle Tom And Eva Seated Porcelain Figurine

There are only a few scrapes of the paint.  I can't see them when I'm 3 feet away.

I cannot tell what's going on with the very top piece of the arbor.  Looking at the photo, 

it's the right side of the top loop.  It looks like one side of the loop

may have been repaired.  However, the other side of the loop has no repair, 

which indicates to me that the loop was not broken.
