I can't find a signature, though this artwork is clearly by a very accomplished artist and is in the style of Frances Tipton Hunter, the American illustrator.

A really charming picture, it is framed and glazed - the frame has a few signs of age including a chip as seen in the photo, but the frame appears to be contemporary with the painting.
