Slide Base Ruler Holder or Gage Holder - Possibly a Fowler

This tool could be to hold rulers or gages for scribing lines

3.0" Base (approximately)

Ground & Surfaced pads on the bottom

This is a vintage item. Paint is chipping on bottom.

We are actually uncertain as to what this tool is or does - if anyone has any ideas...we would love to hear it!!
